Downforce can mean extra drag as well. It's quite the balancing act.

I think 1000hp for limited bursts. Lots of other factors too. LMP1 has to last 24 hrs mostly flat out. F1 car nowhere near that. Completely different designs/purposes

The Audi R18 weighs 2017 pounds and an F1 car weighs 1523 pounds. in addition to the acceleration disadvantage associated with higher weight, the R18 also need the extra downforce to hold all that weight down in the corners, which, as Krieger pointed out, adds more drag.
